Medicare Proposed Merit-Based Incentive Payment System (MIPS) Rules Released

Yesterday, the Department of Health & Human Services (HHS) issued the much anticipated proposed rule, “MIPS and APMs in Medicare Fee-for-Service.” The rule will be published in the Federal Register on May 9 and will be open for public comment for 60-days.
The proposed rule will implement the provisions of the “Medicare Access & CHIP Reauthorization Act of 2015 (MACRA)” – the new physician payment system, through a unified framework called the Quality Payment Program, which includes two paths:
· The Merit-based Incentive Payment System (MIPS)
· Advanced Alternative Payment Models (APMs)
HHS has specifically asked for comment on the proposals and alternatives, as well as the timelines provided within the proposed rule. OPSO will be working with our members and stakeholders to provide comments on the proposed rules and welcomes input on this important work.
Staff at the American Osteopathic Association is in the process of thoroughly reviewing the entire 962-page rule, and will be be providing additional information as they have had a chance to review the proposed rules. The AOA has provided a brief summary of the key provisions of the proposed rule based upon an initial review, as well as on information received directly from top HHS staff late yesterday on the rule.
