The Opioid Response Act of 2018

Last week, the Senate HELP Committee released, the Opioid Crisis Response Act of 2018, a draft piece of legislation that seeks to address the nation’s opioid crisis by increasing funding for pain research at the National Institutes of Health, improving state Prescription Drug Monitoring Programs (PDMP)s, and creating safer drug disposal systems. The HELP Committee will mark up the legislation on April 24, 2018.

The legislation features the AOA endorsed, S.2524, the Substance Use Disorder Workforce Loan Repayment Act of 2018, which would create a loan repayment program for individuals who complete a period of service in a substance use disorder treatment job in a mental health professional shortage area or a county where the drug overdose death rate is higher than the national average.

Wait, what’s a markup? Imagine if you took the track changes feature in Microsoft Word and applied it to a congressional committee hearing. During a committee markup, members of Congress examine pieces of legislation that are being debated in the committee, then amend and sometimes rewrite the legislation. After the legislation is amended, the Committee will then vote to send the legislation to the floor for consideration by the entire legislative body. Fun fact: The markup of the Affordable Care Act in the Senate Finance Committee was 8 days long- the longest markup in 22 years.
