Opioid Treatment and Recovery Act Passes in Congress

On October 3, the Senate passed H.R. 6, The Opioid Treatment and Recovery Act, which passed in the House in late September. This represents the culmination of dozens of congressional hearings, debate on hundreds of legislative proposals, and negotiations among leadership of the two Houses of Congress.


As previously reported, there were some key differences between the House and Senate versions, which had to be reconciled. Subsequently, the provision to temporarily lift the exclusion of Institutions for Mental Diseases (IMD) was added, while a provision related to sharing information on a patient’s substance abuse treatment history was not included. The bill now goes to President Trump where it is expected to be signed into law.
